::Pirated signal broadcasts across the Rogue Isles, disrupting Arachnos frequencies and televised programs::
Smoke fills the Grandville Arachnos radio tower’s control room as Bloodshot, in his black and crimson ninja garb, walks toward the camera from a console. He lowers his bow and removes his cowl, revealing his true identity.
“My name is Nick Conner. As a teenager, I was Kid Manticore in the Freedom Phalanx’s Sidekick Auxiliary. I grew…disillusioned by that world—the hypocrisy of its heroes—and went rogue after taking over a major Skull operation in King’s Row. But Manticore, the Phalanx, and Hero Corps couldn’t have one of their beloved sidekicks involved in such a mess…and they faked my death. Kid Manticore was gone…and so was I. I returned to find the love of my life, the woman who became Monstra, killed by one of those hero hypocrites: One Hit Wonder of the Dawn Patrol. I’m no Recluse loyalist…obviously…but I denounce the Dawn Patrol and leaders like One Hit Wonder and I encourage supers of all kinds—hero, vigilante, and rogue—to reject Paragon’s Dawn Patrol.”
::Noise can be heard behind him as troops gather on the other side of the wall and begin shouting::
Nick turns toward camera and puts his cowl back over his head.
“Reject the supergroups. Arachnos, Freedom Phalanx, Dawn Patrol…all self-serving and agenda-driven. They don’t care about you. Revolt!”

-FREEDOM CORPS DISPATCH BEGINS-
Confirmation in Rogue Isles of vigilante matching the description of Bloodshot (AKA Nick Conner) operating in the city for several weeks, mainly tied to Superdyne raids and cargo theft at Spider City ports. Rogue Isles Police authorities also confirm the attack on the Grandville radio tower and the murder of 17 troops and staff, mostly killed by precise arrow strikes.
This transmission immediately went viral across several streaming platforms and social media. Freedom Corps has reiterated that Bloodshot's Level 50 security clearance has already been revoked and will have an official statement regarding any further action against Nick Conner or the Dawn Patrol.

“That bitch!” Stacey turned of the recording and turned to her sister.
“So it's Monstra then?” Jenny asked.
“Of course it's Monstra. Did you hear that bit about 'the love of my life'? Puh-lease. She's still carrying a torch for him. I encountered her in the D a couple weeks ago and made a snide remark about Nick, just to see how she would react, and she nearly blew up. It was pretty damned obvious she's not over him. Not sure why she'd out him like this though... unless...” Stacey trailed off thoughtfully.
“Unless?” Jenny prompted impatiently.
“Unless she thinks that this will make him turn to her for protection. That by posing as him as a supervillain, by making everyone believe he's one, it will make him -become- one and join up with her. That it will be the only recourse he has. Especially if the Patrol kicks him out. And maybe she thinks that if the Patrol abandons him, he'll be happy to help her carry her grudge against us.”
“That... makes sense. Damn Stacey, I didn't realize your mind worked quite this deviously. Perhaps you've missed your calling as a Profiler, if you can get into a villain's head like that so easily.”
Stacey blinked but quickly shrugged, “She just likes to monologue. I've picked up a lot just listening to her and watching. Probably a lot more than she thinks, too.”
Jenny nodded. “Alright, so what should we do?”
“Well first we should call Tania. I'll talk to Dave too and see if he has any suggestions. And of course we have to find Nick. Ugh, this couldn't be any worse timing. We're all heading out in the morning. This could get really messy in the week we're gone...”

2000 hours: Freedom Corps Headquarters; Paragon City
Tania Lockemont entered the Freedom Corps base after having a long conversation with Bloodshot at the Dawn Patrol base and walked up to the person she was there to meet. Smiling, she reaches out to give her a hug. “Good evening Jessica. How are you?”
Jessica Duncan; also known as the Heroine Ms. Liberty returns the hug “Tania! Its so good to see you. I heard you had returned, but I hadn’t had the chance to come by and visit you yet. What brings you by?”
Tania raises a single eyebrow “You really need to ask?”
“Bloodshot.”
Tania nods and asks, “Can we sit down and talk?”
Jessica nods to her and says, “Follow me.” She leads Tania through the HQ building. They reach her office in Longbow Division and takes a seat on a comfy looking couch, motioning for Tania to do the same. “So how do we handle this?”
“Simple. Restore his clearance and allow him go back to work without having to look over his shoulder every five minutes wondering he’s going to get it yanked again due to every unsubstantiated rumor or uncorroborated piece of evidence put forth by a known villain bent on embarrassing him and other members of the Dawn Patrol. I mean since when do the authorities not give Heroes the same rights afforded to every criminal we ever apprehend? Suddenly its Guilty until proven innocent? This whole rescinding of his clearance is absolute tripe and you know it.”
Jessica chuckles and says “Nice to see your gift for words hasn’t changed. Ultimately revoking Bloodshot’s clearance wasn’t my call. It came from on high. You have proof that it wasn’t him on that video?”
Tania takes a jump drive out of a belt pouch and handed it to Jessica. “After Monstra attempted to infiltrate our base we decided to take some upgraded security measures. Our base entrance portal was shut down and the entry algorithm was changed. I had a squad from our own Internal Affairs, called Morgan Division, come over from Britain. Extensive medical testing, including DNA testing and mental scans were done of all members.”
“Once that was completed and we were sure of who we had, each member of the Dawn Patrol was given a new navcomm that attaches to the wrist of their uniform. Along with the normal functions like comms, gps, and onboard computer on there, we had the new portal algorithm uploaded and some… other security measures. The unit sends out a continuous gps signal to our base computer letting us keep track of their location along with keeping track of their vital signs and mental patterns, to make sure that nothing has changed significantly from the new baseline we established.”
Jessica listens closely as Tania continues. “Other functions include if a member loses consciousness or someone attempts to remove the navcomm without entering a security code known only to that particular member and our Morgan Division, it automatically sends out a priority alert to all Dawn Patrol members to respond to the location of the fallen member. There is also one more security measure that only Morgan Division and I know about.” Tania hesitates and says, “I need your word that this part stays between the two of us Jess.”
“You’ve got it.”
Tania nods and says “If a member inputs the code to remove the navcomm, it automatically sends a video and audio signal to the Morgan Division offices at Homeland HQ. It records thirty minutes of video and audio to ensure that the member isn’t being forced to remove it under duress. The same thing happens when the navcomm is placed back on the member and activated. Homeland wasn’t even going to tell me about it, under Lady Jane’s orders. Once the Queen heard though, she insisted that I be informed. I don’t like it being done, but when I objected to the procedure, I got overruled and told the policy could be reviewed once Monstra was captured."
Jessica nods and says “Your secret is safe with me. I’m surprised that the Queen is being kept in the loop on Dawn Patrol internal procedures though. I’d think that she’d have more pressing issues to worry about, despite the fact that you’re related to her.”
“There’s a…” Tania hesitates for a moment before saying “Lets just keep it as saying that Lady Jane and I do not see eye to eye, and she is not wholly trusted by a good majority of the Dawn Patrol or by Buckingham. Call it an extremely bad decision she made in the past. So the Queen is keeping abreast of things and making sure that things are on the up and up. If there’s something she thinks I need to know, she tells me.”
“Sounds like there’s quite a story there. Wish I could hear it.” She plugs in the jump drive and says, “So I’m guessing that this is going to show navcomm data from Bloodshot to prove it wasn’t him on the video?”
Tania waits for the data to be uploaded to Jessica’s computer and points at the data being shown. “So, this shows all the data accumulated by the navcomm since it was issued to Bloodshot. His vitals and all, along with his location. As you can see here…” Tania points to a specific place “…. Bloodshot was in Kings Row at the time of the video broadcast in the Rogue Isles. And you can see that Bloodshot hasn’t removed his new navcomm since it was issued to him.” Tania shakes her head and says “He really needs to learn how to take some down time… Anyway, I should think that this should be enough to clear his status and reactivate his Hero Clearance.”
Jessica nods and says “Yeah, I agree. Frankly I argued against rescinding it in the first place without a proper investigation, but we’ve got an Assistant Director that is leaning a bit too much on the “advice” of Hero Corps.”
Tania snorts “Hero Corps is no better than a criminal organization. A bunch of thugs and money hungry execs only out to pad their pockets.”
“I don’t disagree with you. So, anything else I need to know about?”
“There is one more thing, some actual conduct on Bloodshot’s part that could be considered…questionable.” Tania explains for several minutes. Jessica finally says “For sure it wasn’t the best judgement on his part, but I don’t see the need of any severe punishment. I know you’ll be keeping an eye on him. Let’s call it three months of probation on his clearance.”
Tania smiles and says, “I appreciate the help Jessica.” They stand up and Tania gives her another hug. “You should come by my place sometime to hang out for non-business reasons. You can meet my daughters.”
“Wait, you’re a mother now? Get out!”
Tania laughs and says, “As I said, come on over sometime.”
“I will do that. I can’t wait to meet them. Well let me get started on this stuff. I’ll comm you when its finished.
“Thanks Jess. Talk to you later.” Tania heads out of the office.

0100 hours: Dispatch sent out to all relevant authorities and Nick Conner; aka Bloodshot
-FREEDOM CORPS DISPATCH BEGINS-
After reviewing evidence provided by Lady Britannia of the Dawn Patrol on the activities of the villain known as Monstra <Freedom Corps Villain Database number: TVM9956812> along with new evidence providing for the whereabouts of Nick Conner at the time of the video transmission, we have determined that the person in the video is not the true Bloodshot.
The Hero clearance of Nick Conner; Hero name Bloodshot is hereby reinstated with full privileges. Freedom Corps will stay in contact with the Dawn Patrol leadership on this developing issue with Monstra and will take no further actions or sanctions against members of the Dawn Patrol without corroboration.
